It is not actually a rule, but it is good practice. When you start speaking another language in the public room, it tends to cause fights. Mostly because other people can not understand you. So there is really no reason to do so in public. There are lost of empty rooms you can use. Or there is always the PM option.
There are already enough arguements. Why cause more.

Here's the deal... OohYa Chat is open to anyone from anywhere in the world as long as they follow the terms of service.

That said, no, there is no rule that you have to only speak English in any of the chat rooms. The only thing I will say on the subject is that if the entire room speaks English chances are you're not going to have much of a conversation. On the same note, if the idea of someone speaking a language in a room you don't understand bothers you I would recommend simply putting them on ignore. "Out of site, out of mind".

Sometimes when I go to Wal-Mart there are people there speaking Spanish, are they really talking about the clothes they're looking at or are they talking about me? I just don't know, I don't understand Spanish. So I ignore them and go on about my Wal-Mart shopping experience lol. Same should go for you in the chat rooms.

Now if I'm in the book section at the Wal-Mart and I see some people speaking Arabic while reading books on how to fly airliners then I would probably cease my Wal-Mart shopping experience and maybe tell someone lol.
